Matthew Heyrman
Matthew is the Director of Economic Development and Deputy County Administrator; he provides strategic leadership for Lucas County’s economic growth initiatives. He guides the department’s efforts to attract investment, support business expansion, and strengthen regional partnerships. His leadership ensures that Lucas County remains competitive and well-positioned for long-term success.

Josh Thurston
Josh is the Business Engagement Specialist for the Lucas County Department of Economic Development; he is the primary connection between local businesses and county resources. He works directly with employers to understand their needs, connect them with workforce and training solutions, and identify opportunities for growth and investment. Josh also leads outreach efforts, builds partnerships with community organizations, and supports initiatives that strengthen Lucas County’s business climate.

Dana Dusseau
Dana is the Economic Data Analyst for Lucas County’s Department of Economic Development; she focuses on research and analysis to support business growth and community development. She also works as a project manager by providing businesses and the community with the data and tools needed to succeed in Lucas County.

Gina Kaczala
Gina is the Economic Development Program Manager for Lucas County, overseeing programs that support business growth, and community development. She collaborates with local governments, businesses, and state agencies to align resources and drive economic progress. Her work includes managing site searches, maintaining property databases, and administering CRA and EZ tax incentive programs. She also supports the Tax Incentive Review Council, serves on the Board of Tax Appeals, and as the Clerk of the Board, oversees the LCEDC’s financial records and real estate portfolio. Additionally, Gina-Marie manages CHIP/HOME mortgages and administers CDBG programs, including contracts and public meetings.

Karen is the Business Navigator for Lucas County’s Department of Economic Development; she serves as the essential single point of contact to guide new and expanding businesses through the Lucas County permitting and development process. She is the essential guide who keeps projects on schedule, problems solved, and communication flowing, ensuring the County and its future partners succeed together.
